Throughout 2025, the Authority continued to implement the Capital Market Strategic Plan smoothly and efficiently, ensuring the sustainability of achievements and reinforcing the path of continuous market development. This came in alignment with the Authority's vision of making the capital market a primary source of financing and investment, an effective driver of national economic growth, and positioning the Saudi capital market among the world's most prominent financial markets. The capital market witnessed significant growth and development over recent years; assets under management increased by 103% (from SAR 612 billion in 2020 to SAR 1,244 billion by end of 2025), the number of listed companies grew by 89% (from 207 companies in 2020 to 392 companies by end of 2025), and foreign investor ownership in the main market reached record levels, growing by 100% (from SAR 208 billion in 2020 to SAR 417 billion by end of 2025).
Building on the achievements of previous years, the Authority continues to implement its Strategic Plan for 2024–2026 in alignment with the targets of the Financial Sector Development Program, keeping pace with the rapid developments witnessed in the capital market both locally and globally, and contributing to the realization of Saudi Vision 2030 objectives. Efforts in this regard have been directed toward the strategic objective of maximizing the financing capacity of the capital market through developing various channels to meet the financing needs of both public and private sector projects. The strategy also focused on enhancing the role of the capital market across all its channels in the areas of financing and investment, supporting and empowering capital market institutions, and advancing the fintech sector to strengthen the Kingdom's leadership in this field and contribute to deepening the financial sector and diversifying its activities.
Furthermore, the Authority placed great importance on investor protection by dedicating an independent pillar aimed at enhancing supervisory efficiency, strengthening transparency, disclosure and governance standards, safeguarding investor rights, and advancing mechanisms for handling qualitative issues — all with the aim of mitigating risks in securities transactions, driven by the belief that creating a safe investment environment for investor rights strengthens their confidence in the capital market.

The second pillar targets the empowerment of the capital market ecosystem by supporting and enabling market institutions and advancing financial technology within the financial sector.
The third pillar is dedicated to protecting investor rights through enhancing transparency and supervisory standards, facilitating access to compensation, and strengthening mechanisms for handling qualitative issues and deterrence efficiency.
The Alignment Between the Capital Market Strategic Plan and the Financial Sector Development Program
Saudi Vision 2030 has established solid foundations for the nation's advancement toward a brighter future, defining its cornerstones across three main pillars that branch into 96 strategic objectives, to be achieved through Vision Realization Programs launched by the Council of Economic and Development Affairs in 2017. Among the most prominent of these is the Financial Sector Development Program, linked to the two pillars of "A Thriving Economy and An Ambitious Nation." The program aims to develop a diversified and effective financial sector that supports national economic growth, diversifies sources of income, and stimulates saving, financing, and investment through the advancement of Saudi financial institutions and the development of the Saudi capital market into an advanced financial market, without compromising the strategic objectives of maintaining the stability and soundness of the financial sector.
As part of its membership in the Financial Sector Development Program, the Authority has worked to build the program's implementation plan and develop the components of the second strategic pillar (Developing an Advanced Capital Market), identifying the strategic indicators and initiatives that impact the evolution of the financial sector, enhance its efficiency, and drive the growth of the capital market into an advanced financial market that provides diverse investment alternatives and financing sources. Through its membership in the Financial Sector Development Program, the Authority seeks to support the national economic development drive by advancing the financial sector, continuing to develop the Saudi capital market, and strengthening its capacity to meet challenges — with the aim of building a capital market that plays a central role in meeting the financing needs of national projects.
