Brief Biography
Mr. Youssef Al-Blihid has served as the Vice Chairman of the Capital Market Authority since 2017. He holds a Master of Laws (LL.M.) degree from Wake Forest University in the United States, a Higher Diploma in Legal Studies from the Institute of Public Administration in the Kingdom of Saudi Arabia (equivalent to a professional master's degree), and a Bachelor's degree in Islamic Studies, majoring in Islamic Jurisprudence and Its Principles, from King Saud University in the Kingdom of Saudi Arabia.
Mr. Al-Blihid has more than 25 years of professional experience, during which he has held a number of significant and diverse positions, most notably as Deputy for Legal Affairs and Enforcement at the Capital Market Authority prior to his appointment as Vice Chairman. He also possesses strong leadership and management skills and has contributed to numerous successful initiatives and projects at both the local and international levels. He has led a number of domestic and international initiatives and represented the Kingdom before various local, regional, and international authorities and organizations.
In addition to his current responsibilities, Mr. Al-Blihid has served as a member of the Board of Directors of the Insurance Authority since 2024, where he also chairs the Governance, Risk, and Compliance Committee. He also chairs several committees at the Capital Market Authority, including the Human Resources Committee, the Administrative Committee, the Criminal Investigation Committee, the Higher Joint Committee for Resolving Jurisdictional Matters between the Capital Market Authority and Tadawul, as well as a number of bilateral committees comprising the Capital Market Authority and other government entities.
